Phnom Penh Condo Usable Area: What 60 Square Meters Really Buys

A 60 square meter condo in Phnom Penh often delivers around 49 square meters of real interior floor once the balcony, walls and columns are counted. That gap is an 82 percent efficiency ratio and a 22 percent swing in true price per square meter.

Phnom Penh Condo Usable Area: What 60 Square Meters Really Buys

Sixty square meters is the number on the price list. Forty-nine is roughly what a tape measure returns on the same unit once you account for the balcony, the wall thickness and a structural column. Both figures are accurate. They measure different things, and only one is the space a tenant actually pays for.

Usable area is the quantity that decides how a unit lives, how it rents and how it shows to the next buyer. It is also the only number in the deal that no marketing document prints.

Three numbers, one unit

Every condo carries at least three defensible measurements. Contract area, sometimes called saleable area, is the commercial figure and the denominator in every price-per-square-meter quote. It usually measures to the outer face of external walls and the center line of shared walls, and it includes the balcony, often at full value. Registered private unit area is the surface recorded at cadastral registration and carried on the strata title. Net internal area is the floor you can stand on, measured between finished wall faces with columns, risers and the air-conditioning ledge removed.

Nothing improper happens between the first number and the third. There is simply no reason a commercial convention and a tape measure should agree. Under Sub-Decree No. 82 of July 2010, the cadastral authority records the proportion a unit represents against all private units in the building, and that figure feeds the 70 percent foreign ownership calculation, so the registered area is a legal quantity as well as a commercial one.

Where the square meters go

Take the 60 square meter unit line by line. The balcony is about 5.5 square meters. Perimeter walls measured to the outer face absorb roughly 3. A structural column of 600 by 600 millimeters removes another 0.36, a shear wall and a service riser take about a square meter between them, and the air-conditioning ledge takes 0.8. What remains is close to 49 square meters of interior floor, an efficiency ratio of 82 percent.

Now reprice it. At 2,300 dollars per contract square meter the unit costs 138,000 dollars. Divided by contract area that is 2,300. Divided by usable floor it is 2,816, a 22 percent difference in the only ratio that describes what you will occupy. A balcony is not worthless, especially in this climate, but a balcony square meter and a bedroom square meter are not the same unit of account, and a price list that treats them as identical has flattened a real distinction.

Why usable area moves the yield

Rent is not set by contract area. It is set by what a tenant can verify in a ten minute viewing: how many bedrooms, whether a bed and a wardrobe fit the second one, whether a dining table sits anywhere but the kitchen counter. Two units of identical contract area, one at 88 percent efficiency and one at 78, reach the rental market as different products. The efficient one historically holds a tenant longer and renews at a firmer number, even though both were bought on the same price per square meter. Efficiency is sold as a lifestyle preference and settles, years later, as a yield variable.

Ask before the slab is poured

For completed stock the answer costs a laser measure and twenty minutes. Off-plan is where the discipline matters, because there is nothing to measure and the whole area representation lives inside the sale and purchase agreement. Before signing, work through a short list.

  • Confirm whether the quoted area includes the balcony, and at what percentage.
  • Ask for net internal area in writing, separately from contract area.
  • Compare the area in the sale and purchase agreement against the figure on the strata title, and treat any divergence as a question, not a rounding artifact.
  • Ask where columns and shear walls fall inside the unit on upper floors, since they migrate as the building rises.
  • Recompute price per square meter on interior floor before comparing two projects.

The efficiency ratio is not a hidden term, only an unrequested one. Buyers negotiate the price and accept the denominator, which is backward, because the denominator is where the discount actually lives. Measured properly before signing it costs nothing. Measured at handover it costs whatever you no longer have the standing to renegotiate.

This is practical guidance, not personal advice. If you want the efficiency ratio run on a specific unit before you commit, our team is happy to help, with no pressure to buy.
